The American Recovery and Reinvestment Act of 2009 (ARRA), includes billions of dollars in Medicare and Medicaid incentive payments to providers and hospitals for the “Meaningful Use” of certified health IT products – including Electronic Health Record (EHR) incentives for eligible rural healthcare professionals and critical access hospitals.
What is Meaningful Use?
Meaningful Use is the use of healthcare IT to further the five broad goals of the ARRA, and to further the goal of information exchange among health professionals.
The purpose of the ARRA is to:
- improve quality, safety, efficiency, and reduce health disparities
- engage patients and families
- improve care coordination
- ensure adequate privacy & security protections for personal health information
- improve population and public health
Do I Qualify for Meaningful Use Incentives?
The Centers for Medicare and Medicaid Services (CMS) have released a Medicare and Medicaid EHR Incentive Payment Programs Final Rule on Meaningful Use that identifies the criteria for becoming a meaningful user of health IT, requiring the providers to use the Electronic Health Record (EHR) system in a “meaningful way”.
Software vendors are currently adopting their products to conform with Meaningful Use criteria, but this in no way ensures that the provider will qualify for ARRA stimulus reimbursement. The Office of the National Coordinator (ONC) has released the Final ruling on what qualifies a provider as a meaningful user of their EHR. For more details, click here.
